POLICE

The East St. Paul Police provide the primary policing service for the over forty-four square kilometres making up the Rural Municipality of East St. Paul. This agency offers a full range of services including Public Safety & Public Relations programs, a Victim Services Unit, School Officers, a Criminal Investigations Unit and a Traffic Specific Unit along with General Patrol.

The Chief of Police is responsible for the twelve officers and staff that patrol our streets and offer support services in our office.

Officers patrol in one of three vehicles equipped with radar and Ain-car@ camera systems.

HISTORY

1885 - The Parish of St. Paul appointed its first two police constables for an area bounded by what is now Winnipeg to the South and East and West of the Red River. The village of Bird's Hill was then known as the village of Roseneath.

1916 - The Parish was divided into two Municipalities known as East and West St. Paul. In this year the East St. Paul Police Department was born consisting of one constable.

1918 - The new constable patrolled on his bicycle and maintained the 15 mile per hour speed limit on the local trails by use of a stop watch. Speed was determined by the time it took to travel between two fixed points.

1919 - Two constables now shared the Department motorcycle to attend to their duties and the increased speed limit of 25 miles per hour. One of the new constables provided his own "Model T" Ford for patrol.

1936 - A new constable walked or rode his bike on patrol but he was then joined by another who supplied his own vehicle for patrol. Both were working for ninety dollars a month.

1939 - An agreement between North Kildonan (prior to Winnipeg's amalgamation as a separate entity) and East St. Paul saw the very first full time member to be recognized as a Chief of Police. He also happened to be the Supervisor of Public works and the Fire Chief.

1953 - The police fleet was born with the first vehicle purchased solely for police duties.

1966 / 1980 - East St. Paul Police Department became the East-West St. Paul Police Dept. More constables came and went and the combined population was up to six thousand. At one time the Department consisted of twelve full and part time officers. The fleet was now two cars. In the end this agreement was dissolved and once again the East St. Paul Police Department stood alone.

1984 - Brought new management and although the phrase was unknown at that time East St. Paul Police Department was full time into Community Policing. It was simple, Police getting to be known for other duties besides enforcement. We were still a Chief and three constables at this time.

1993 - New times, new technology and new leadership. We are to this present day, for our size, the most technologically advanced agency in our province.

1994 - Our strength, training and our commitment to our community were recognized when the RM Council along with the Provincial Government agreed to make us the primary policing agency for the Rural Municipality. We are unique and we are proud to be called : "East St. Paul Police"
