Community Development Officer 






Job Type:  Full-Time Permanent
Salary: $43,745.50 to $53,152.30 per annum (under review)
Closing Date:  July 31st, 2016  

Job Summary:

The incumbent will be responsible for the following corporate function areas: land related services; including all matters relating to development agreements, land sales, land purchases and general inquires on by-law enforcement.  The Community Development Officer will work collectively with individuals, families or organizations in the community to improve quality of life in the municipality.  


Qualifications:        
  • Undergraduate Degree in Community Planning or a related discipline, or, a minimum of three years’ experience in land use planning and development in a local government setting conducting research, preparing development agreements. comprehensive spreadsheets, charts, encroachment agreements, drainage easements, architectural control agreements.

  • Experience liaising with provincial government departments and agencies in issues regarding development.

  • Experience developing and maintaining various databases and filing systems (i.e. development agreements, subdivisions, Mylar’s, correspondence, caveats, letters of credit, By-law Enforcement, roll cards, municipal By-Laws, service agreements, building permits, etc.).

  • Knowledge and experience in interpreting municipal by-laws and applicable statutes; experience in by-law enforcement would be an asset.

  • Proven knowledge and full working level experience with computer and software packages including MS Office, AutoCAD, GIS systems and Adobe InDesign CS.

  • Excellent communication and interpersonal skills with experience dealing with members of the public and various other stakeholders in a professional and efficient manner.

  • Experience and ability to provide information on technical planning matters with developers, consultants, the representatives from other levels of government, Planning District staff and members of the general public.

  • General knowledge of the East St. Paul Development Plan, East St. Paul Secondary Plans and Zoning By-laws would be an asset.
