Expression of Interest - ESP Farmer's Market

East St. Paul Farmer's Market



The Rural Municipality of East St Paul is seeking expressions of interest for services of a consultant or organization to establish a local farmer’s market in the RM.

Community Background:

The Rural Municipality is located north-east of and adjacent to the city of Winnipeg, and is part of the Capital Region. The municipality encompasses 41 square kilometres (16 sq mi) and is bounded by the Red River to the west; the Rural Municipality of St. Clements to the north; the Rural Municipality of Springfield to the east; and Winnipeg to the south.

East St. Paul is one of the fastest-growing municipalities in Manitoba; with a population of 9046 as per the 2011 census. The municipality attracts people from Winnipeg and elsewhere due to its close proximity to city amenities, the availability of larger lots, lower rates of property tax, and ability to provide a semi-rural relaxed lifestyle.

East St Paul includes developments such as Birds Hill, North Hill, Glengarry, River East Estates, Whidbey Harbour, Pritchard Farm Estates, and Silverfox Estates, which are some of Manitoba's wealthiest communities. East St. Paul also has a gated community exclusively for seniors. New home development is underway at Countryside Crossing, By The Park, Prairie Ridge, and Southlands Drive. North of Hoddinott Road, there are development plans for single and multi-family dwellings, with a commercial section that is being called the Village Centre. East St. Paul still contains greenhouses and numerous small farms, primarily of the market gardening variety, as well as natural forest, creek and pond areas.

The municipality offers a wide range of community programs and recreation services through the Recreation Centre. Residents enjoy many winter activities including curling and ice hockey. At Silver Springs Park there is a toboggan hill and an outdoor ice skating path on the frozen lake. Summer activities include soccer and baseball at the East St. Paul outdoor Recreation Complex. Sport fishing is popular on the Red River. The Meadows 18-hole golf course and tennis courts are nearby in the municipality.

The Trans Canada Trail goes through East St. Paul. The municipality has enhanced the quality of life by streetscaping, planting trees, and creating several beautiful walking trails and pathways.

General Information:

The Rural Municipality of East St. Paul will be celebrating its centennial anniversary in early 2016. Events for the celebration will take place throughout the years of 2015 and 2016 to recognize our 100 years as a municipality. As part of the celebration, the Municipality would like to incorporate a farmer’s market for the community. The Municipality has a long history of farmers marketing however does not currently have an established central location for such an event therefore the Municipality would like to extend an Expression of Interest to persons,organizations, consultants and farmer’s market community to see if there would be an interest in establishing a local market in the municipality.

Following are points for consideration however can be amended based on proposals received:

  • Months of Operation: July to August
  • Hours of Operation: Saturdays from 9am to 1pm
  • Location: East St Paul Recreation Complex

Grant money may be available from the Municipality to fund essential start up costs therefore please 
indicate in your proposal any funding requests and supporting information.
