Raleigh Street through pass
On April 14, 2015, Shelley Hart, the Mayor of East St. Paul, appeared as a delegation at the City of Winnipeg's Standing Policy Committee on Infrastructure Renewal and Public Works.
This City of Winnipeg Committee had two recommendations in front of it related to the Raleigh Street through pass proposal. The recommendations stated:
That the Public Service be authorized to plan for accommodation of cyclists, pedestrians and required emergency vehicles entering the City of Winnipeg from the Rural Municipality of East St. Paul via a properly controlled through-pass constructed beneath PTH 101 (North Perimeter Highway) in the vicinity of the Raleigh Street alignment; and
East St. Paul was not given the opportunity to meet with City of Winnipeg Administration to discuss the proposal before the Committee decided it would not support the project.
The City of Winnipeg's position does not preclude East St. Paul from moving forward and building the Raleigh Street through pass. Our position has been one that wants to work in collaboration with the City of Winnipeg - not in opposition with it. We will continue to work towards finding a consensus for this project with all of our stakeholders.
