2019 Spring Flood Outlook

The East St. Paul Emergency Preparedness Committee is providing
the following information for the residents of East St. Paul regarding
the spring flood outlook.
On April 14, 2019, the Province of Manitoba released its latest flood outlook for 2019.
  • The upper limit for the Red River as measured at James Avenue is forecasted to reach 18.65 feet (James) with favourable weather conditions.

  • With unfavourable weather conditions, the forecast is 18.85 feet James.

  • The ideal freeze-thaw cycle has continued with temperatures during the day being in the low single digits and temperatures at night below freezing.  This has reduced the chance for a sudden thaw which would be considered unfavourable.

  • So far this spring, the province has only received a small amount of precipitation in the form of snow or rain.

  • There was a substantial snow storm last week in the North and South Dakota as well as Minnesota.  This has been factored into the flood forecast with the impact being minimal.  Fortunately the precipitation fell in the form of snow which results in a slow thaw.

  • The Red River crested at lower levels than forecast in Fargo and Grand Forks.

  • The crest on the Red River in Winnipeg is expected between April 26 and May 4.

  • The floodway was placed into operation Sunday, April 14.

What you need to know
  • Testing of the aqua dams has been completed and they are ready for deployment.

  • The municipality has an adequate supply of sand bags ready for use and no further sand bags are being made at this time.

  • Monitoring of the Red River continues.  Ice jams remain a concern at this time however there is very little that can be done to prevent them.

  • The flood committee will continue to monitor the situation.

The committee receives all flood information directly from the Province of Manitoba.  This is the sole source, most timely and considered most accurate.
