2019 Spring Flood Outlook

The East St. Paul Emergency Preparedness Committee is providing the following information for the residents of East St. Paul regarding the spring flood outlook.
On March 27, 2019, the Province of Manitoba released its latest flood outlook.
  • The upper limit for the Red River as measured at James Avenue is now forecasted to be 20.5 feet if there are unfavourable weather conditions.

  • With favourable weather conditions the level is predicted to reach 19 feet (James).

  • The freeze-thaw cycle has been ideal with temperatures during the day being in the low single digits and temperatures at night below freezing.  This has reduced the chance for a sudden thaw which would be considered unfavourable.

  • Peak on the Red River at Emerson is expected between April 12 and 23.

  • The floodway will be put into operation.

What you need to know
  • Testing of the aqua dams has started and should be completed by the end of the week
    (March 29)

  • The municipality continues to make additional sand bags.

  • Work to open up the ditches along the roadways has been completed.

  • The risk for overland flooding has been significantly reduced.

  • The flood committee will continue to monitor the situation.

The committee receives all flood information directly from the Province of Manitoba.  This is the sole source, most timely and considered most accurate.
