Approaches 101 - Did you know?


East St. Paul requires an approach permit when you construct, alter or modify any private roadway and/or entrance connection with any municipal road.  The fee for this permit is $80.00 and is regulated in By-Law 99-22, Fees for Private Works on Municipal Roads. 

By-Law 2015-04, Construction of Entrances and Exits from Private Roads to Municipal Roads, section 10, provides information on the size of an approach that is permitted:

  • No person shall have an approach that exceeds the width of 7.3 meters (24 feet) where the approach meets the property line or an approach that exceeds the width of 9.3 meters (30 feet) where the approach meets the municipal roadway as per Schedule "A”
  • No person shall have an approach within zoning districts RM, Commercial, Industrial or Community Services zones that exceeds the width of 7.3 meters(24 feet) where the approach meets the property line or an approach that exceeds the width of 16.3 meters (53.5 feet) where the approach meets the municipal roadway as per Schedule "A”.

The location, construction, materials, workmanship and other matters related to the construction of pavement crossings is noted in By-Law 2015-04, section 5, Surface Works, Schedules A and B.  The materials permitted to construct an approach, vary depending on the road type connecting to the approach. 

Once an approach permit has been applied for and approved, you are permitted to begin to install your approach.  The permit shall expire if active work is not commenced and reasonably continued within 30 days from the date the permit is signed. 

Once the base, rebar mat, dowels and forms are in place and prior to completion of any approach, you are required to call for an inspection to ensure the approach meets our requirements prior to proceeding any further.
